If you’re preparing your boat for the 2026 season, you need to look at more than just your bottom paint and zincs. Significant changes to Canada’s boating regulations and Transport Canada’s Pleasure Craft Licensing (PCL) system are now officially in effect. From new service fees to a mandatory renewal cycle, staying legal on B.C. waters looks a little different this year.

Whether you’re chasing winter springs or prepping for the summer haul, here is what you need to know about the 2026 BC boating laws to avoid a $250 fine and keep your season on track.

The End of “Lifetime” Licences

For years, many B.C. boaters held Pleasure Craft Licences that effectively lasted forever. As of January 2026, those days are over. Transport Canada has moved all vessels to a mandatory five-year renewal cycle.

If your boat was licensed before 2010, you are likely part of the “Phase-Out” group. You must check your original issue date and renew your licence through the Transport Canada Portal to receive a new document with a clear expiry date. Failing to renew by your assigned deadline (see table below) makes your licence invalid.

Original Issue Date Renewal Deadline
1974 or earlier March 31, 2026
1975 – 1985 December 31, 2026
1986 – 1995 December 31, 2027

New $24 Service Fees

While licensing used to be free, Transport Canada has introduced a $24 service fee. This fee applies to new applications, renewals, and transfers of ownership.

Tip for Boat Buyers: If you are buying a used boat this year, you must transfer the licence within 30 days (down from the previous 90-day window) and pay the $24 fee.

Mandatory Safety Gear Checklist

Paperwork is only half the battle. Conservation Officers are typically out in force in the Strait, the Gulf Islands, and off the West Coast. Ensure your vessel is equipped with the following based on the standard under-6m and 6m-9m fishing boat categories:

  • Lifejackets: One Canadian-approved PFD for every person on board.

  • Flares: Must be within 4 years of the manufacture date. (Check yours now!)

  • Heaving Line: At least 15m of buoyant line.

  • Manual Propulsion or Anchor: A paddle or a functional anchor with chain/rode.

  • Fire Extinguisher: 5BC rated, gauge in the green.

  • Sound Signalling: A pealess whistle or compressed gas horn.
